Annex III covers sensitive use cases such as biometrics, critical infrastructure, education, employment, access to essential services, law enforcement, migration, and administration of justice.
Annex III lists use-case categories, not specific products, so classification depends on how a system is actually deployed, not just its underlying technology. A biometric identification model sold as a research tool is treated differently from the same model deployed for access control. If your system is used in one of the Annex III areas above and the provider is established outside the EU, the Article 22 representative question follows directly from that classification.
