Article 22 is the legal basis for authorised representatives of providers of high-risk AI systems established in third countries.
Article 22 does not turn the representative into the provider. The mandate covers four concrete duties: keeping technical documentation available to competent authorities, cooperating with reasoned authority requests, forwarding relevant AI Act correspondence, and being able to terminate the mandate if the provider stops meeting its obligations. It does not include conformity assessment, CE marking, or taking on the provider's core compliance duties - those stay with the provider.
