Article 22 creates a legal representative role for providers established in third countries before they make a high-risk AI system available in the EU. The representative holds a written mandate, keeps key compliance documentation available where applicable, cooperates with competent authorities, and acts as the provider's EU contact point.

If your system is high-risk and you are established outside the EU, the representative is part of market access, not a nice-to-have advisory add-on.
